Recommendations We the participants of the 5th Asia Pacific Regional Scout Youth Forum from the countries of Afghanistan, Australia, Bangladesh, Bhutan, Brunei Darussalam, Fiji, French Polynesia, Hong Kong, India, Indonesia, Japan, Korea, Macau, Malaysia, Maldives, Mongolia, Nepal, New Zealand, Papua New Guinea, Philippines, Singapore, Sri Lanka, Thailand, and Taiwan, - with Saudi Arabia as an observer – recommend that:
Youth Involvement The Youth Forum recognises the essential place of democracy within Scouting. In line with WOSM’s number one priority on Youth Involvement and World Scout Conference Resolution 6/02: • We strongly urge all NSOs to have youth involvement in decision making at all levels throughout management and governance. • We encourage greater support and mentoring for the Young Adult Members Group by the Regional Committee and Sub-Committees. • We strongly encourage that the APR Scout Committee ensures each NSO have at least one young person under 26 as a delegate to the APR Scout Conference. • We ask the Young Adult Members group to conduct a review of the APR Scout Conference with a view to ensure that it is conducive to youth involvement, reporting to the APR Scout Committee • We encourage the APR Scout Committee to identify and support younger (under 40) candidates for the Regional Scout Committee. • We ask the Young Adult Member Group to publicize success stories of youth involvement in decision making. Gender balance In accordance with strategic priority number 3 and world conference resolution 4/93, we strongly recommend: • The APR Scout Committee supports the World Scout Committee on the development of a policy guideline on gender balance in Scouting. • The APR Scout Committee strongly encourages a gender balance in the Regional Committee, and actively seeks to ensure there is a gender balance in candidates for the Regional Committee. Programme The NSOs incorporate the following aspects into their programme as priorities: • The Youth Forum recognises the importance of spirituality as part of our scouting. We would like an increased focus on spiritual awareness and development; this should take the form of a greater emphasis on the faith awareness award and training for its delivery. • Develop programmes that actively promote the integration and improvement of children living in difficult circumstances. • With a view to promoting extensive use of ICT throughout the region, the APR Scout Committee should continue supporting initiatives like the Scouting E-Game and JOTA/JOTI. This should also incorporate the initiation of, regular reviews and updates of Regional and NSO websites. • Encourage NSOs to utilise their websites for the exchange of resources and for promotion, with a view to fundraising and approaching sponsorship. • Encourage NSOs to promote the awareness of, and support for, the prevention of suicide. • In line with the Millennium Development Goals (MDGs), and in support of the Scouts of the World Award, we recommend that: - All NSOs adopt the Scouts of the World Award and appoint a coordinator. - An Asia-Pacific Regional cultural exchange is encouraged, and - An Asia-Pacific Regional service program is set up. • Regular and systematic reviews of all youth programmes. • Encourage the APR Scout Committee to appoint an intern to develop and support an international Scouting Cultural exchange programme. • Encourage NSOs to use youth spokespeople where possible when working with the media. • Encourage NSOs to ensure that all school based scout leaders receive at least fundamental scout training.
Environment The Youth Forum recognises that scouting needs to be sustainable and promote sustainability. We encourage all NSOs to: • consider environmental impacts in program delivery, • practise environmentally responsible waste management and using environmentally friendly equipment when planning and running all events. We strongly encourage the APR Scout Committee to develop guidelines on environmental best practice.
Partnerships The APR Scout Committee and NSOs develop and/or enhance relationships with the following: • Organisations that support the welfare of young people (e.g. UNICEF – child labour, and WHO – youth suicide) • Corporations for sponsorship that positively strengthen the Scouting brand. • Red Cross/Red Crescent and other emergency response organisations to conduct public demonstrations and training to ensure the NSOs are trained in emergency preparedness |
